This session will present HERA’s end-to-end approach to niche CBRN medical countermeasures, covering the full cycle from research, innovation and procurement to stockpiling, regulatory pathways, civil-military coordination, demand planning and industry’s ability to scale manufacturing. It will also examine the critical role of EU strategic stockpiling in the early phase of an emergency, while exploring the additional measures and incentives needed to ensure a sustained and effective response throughout prolonged crises requiring CBRN countermeasures at scale.
